A tender that only asks for a price per litre will get the lowest-priced product, not necessarily the right one. These are the points worth writing into the specification so every response can be compared on the same basis.

Most tender responses are hard to compare because each supplier prices differently. Ask every respondent to fill in the same schedule:
Give estimated annual volumes per site and the pack mix you expect. Suppliers can price more sharply when they know whether a site takes 20 L drums, IBCs or bulk tanker drops.
